Online order placed in July still not delivered

I ordered a cycling shirt from [URL Removed] on Mon 2015/07/06, and after paying received confirmation of the order - no 167. <br> <br> In response to my questions in late July and August, non delivery was explained as issues with suppliers. <br> <br> It is now November and this order has still not been delivered.
