Misuse of complex funds

Late last year/earlier this year, it was agreed by a quorum of trustee members that a special levy would be introduced. The special levy would be payable by all owners at Hantam, commencing in March this year. It was agreed that the levy would be collected for 6 months, and would go towards general refurbishment of the complex, which included painting and other projects that would contribute to the general aesthetics of Hantam complex. 6 months later, paint quotations are sourced and the first project (I.e: painting) is set to commence, we are told lon e-mail that Hantam does not have enough money to pay the paint supplier, due to an outstanding pre-paid meter bill that had to be paid to Tshwane Municipality! To my horror, I asked who had authorized the payment and I was told that the chairperson agreed to the payment. En bref, Martinique was informed of the intentions of the special levy from the onset. They let us collect R43000 only to inform us right at the end that the money would have to be used for something else. Not only that, but they procure payment without authorization from trustee members! To date, no valid explanation has been received. Appalling!!
