Poor updates, and unclear account application procedures

I had an account with Markham then I went under debt review without proper knowledge of the complications that it comes with, in 2018 March I was issued a clearance certificate from the debt review. Monday the 11 October 2021 I app**** for reactivation or a new account this *** , I was told that I do not meet the requirements, I sent an email to them, as I needed clarity on why I was not accepted for a new account. 1. back then I was earning lesser compared to now and I qualified, 2. My credit rating is good as I have checked it hence I am seeking clarity on why is my application not through. I have not received any response from them
