Bad Security and verification process

On the 28th of October somebody stole my Markhams Account Card and used to purchase three(3) phones at Foschini ,Exact and Donna Clare all at Centurion Mall, all the stores sold the phones and did not ask for any verification or identification to ensure that the person using the account is the correct account holder, Now I'm left with a credit that I didn't plan for and the Foschini Credit group is busy sending me reminders to come and pay, saying the matter will be resolved in 8 weeks, I don't understand what the problem is and why so long as I have sent through all the documents they required to credit back my Account to the normal state that it previously was before the ********** purchases, My Argument again was what validation or security checks did they make prior to selling the phones seeing as a person is only producing an Account card to purchase.
