posting or email of traffic fines for redirection

Hi, I have viewed a number of traffic fines on the respective web sites which I agree to. Due to postal strikes in 2014. I have not received any fines. I have made numerous request but have failed to get a response however I have sent emails to redirect fines with no response of any action,<br> What is the law as far as posting of fines is concerned ie is ordinary or registered mail.<br> I am requesting original fines either posted oor emailed and both sides of fines
