women and 2 year child without water for 4 months

I submit this report on behalf of a 28 year old women. She and her child is without water for 4 months now. She is renting this house from a landlord. As she is the only breadwinner she could not afford to pay the water bill. Her father and landlord went to the Municipality numerous times to try and arrange for payment, but without any success. And now the women and child suffer all because of the incompetence of staff working at the Municipality. Please help
