Municipality refund

It has been almost two years and I am still waiting for them to refund me my R2400 deposit. They send me an email almost monthly reminding me that they owe me this money. After numerous phone calls and emails I still haven't received my deposit back. If they are doing to me then they are doing it to other people as well, just imagine how much interest they are making.
