Luggage Allowance

Checked in through Mango. Check in luggage one set of golf clubs weighing 17 kg.<br> Baggage allowance against my ticket 20 kg.<br> Was turned away & told to pay an additional amount of R300.00 through the sales office.<br> Very disappointing - do airlines now categorise luggage in order to make more money???<br>
