Universities taking advante of students

Dear Hellopeter please help me resolve a dispute with the Mancosa institution. last semester I got sick during the semester and therefore had to request a deferral which the institution granted. The institution asked me to pay deferral charges to the value of R3000 which I paid and now they don't want to reinstate me as agreed. I am was on first year when I asked for deferral and now they are telling to complete second year first and re-register for the first year. I'm writing to you because I need the institution to reactivate my studies as agreed on a contract signed or refund all the fees and deferral fees that I've paid to the institution. I have supporting documents that I signed as per the institution policy plus proof of payment for the deferral.
