Deserving student overlooked for bursary

I app**** for a bursary and submitted all the required documents and paid the required registration fee. My first application was on 17.01.2019 and I received a response from the bursary team that my application would not be processed as I needed to pay the registration fee, I then made reference to the fact that I had attached proof of payment to my application, and I also attached the same proof of payment to that email as well forwarded them acknowledgment of receipt from the finance dept (as I had made payment a few days prior before submitting my application). After that I received no response and I followed up the next day (18.01.2019) with another application once more, but this time from a different email address. At once I received confirmation of the application and was advised selection would be completed in 3weeks. I then followed up with a phone call, and spoke to Celeste (bursary office) who advised that she had received all the documents that accompanied my application.

On 05.02.2019 I called the bursary office inquiring about the outcome and I was told communication would be sent out in a few days by Thursday 07.02.2019. I received no word from them and today, 11.02.2019, I followed up with another called and I spoke to Celeste again, who took down both my email addresses that I had used for the application and said she would send communication. I have received no word from her until now (18h16) and I am failing to understand why.

I don't see any reason why I should not be awarded the bursary as I am a previous student (student no. 145894) and my academic record speaks for itself (78% average). I am in financial need and the fact that my application was not well received initially, even though all the required documents were submitted, makes me think that the selection process was perhaps not very thorough.
