converting studies back to the initial option so that I'm not in deficit,

Please advise why it is now an issue for the institution to convert my studies back to the initial option so that I'm not in deficit as per my request to you earlier on? The consultant's name is "Lethu". It was quick for the institution to move me to another cycle but when I asked to convert my studies back to the initial option is now a problem I was told that it's not allowed to move back to the initial option. This leaves much to be desired.
