Being forced to make full payments for studies I had requested to have cancelled

I app**** at mancosa on 2016 October 2017 for a degree in Supply chain management, I then telephonically requested for change to certificate in supply chain management on learning that the bursary from my employer will not cover my study fees at Mancosa. I then requested for cancellation forms and returned them in February 2017.

In November 2017, I then received an sms, an email, and a call to say I must pay the study fees at Mancosa in full.

I disagree that I must pay the full amount as I never went to register at mancosa, and I never received any study material or attended any classes. Furthermore I was told I was suppose to have cancelled within 14 days of which I was not aware of and that my cancellation is not taken into account. I was not informed in February when I sent the cancellation form that it was not accepted and could have made other plans or decided to continue studying at mancosa. How can an application to study also act as a binding contract to study?

I have requested for my copy of the contract and it was never sent to me. I was threatened or bul**** into making a payment arrangement of R100 a month or else I would be blacklisted. I have signed the R100 a month payment plan under duress and I am unhappy with this situation.

Please assist
