Disable Parking

There has been countless time that the disabled bays are taken up near mug and bean are taken. I only had once when a bay is available. Also notice a Burgundy SUV parked there all the time In our dilemma to find parking on the 1st floor we decided the ba*****t will be our only choice but again ALL the disabled bays were taken up, either by staff or shoppers to their convenience. No care that the door needs space to open for a people with mobility issues. Why are these bays not monitored and clamped and fined accordingly. Seeing another person in a wheelchair in the centre is very rare, so why are these bays taken by normal people as this is a one of right a disabled person has.
