Wrong advertising

I bought Dstv explorer at Centurion for R1699 which includes 25 meter cable and dish plus installation, and later on I received a call that Bling Installation will come and install, they came and installed the dish after completing they had to register the decoder but unfortunately Multichoice system was down they couldn't register the decoder and the guy who was installing was instructed that I must pay 1700 for the dish to be left in my house which I refused to pay because I didn't know what it was about I was told that I will get it back , and the guy was told that since I don't want to pay he must remove the dish because it belongs to them, and according to my understanding I bought full package now I am left with decoder only with no dish, I don't know who to blame I am so disappointed.
