Watch not working no stock on the other one

I bought 2 watches for my daughter the first one was delivered as they said it will it was cheap but its a dut it doesn't work doesn't keep battery power and then the other one a day after my daughter arives back home we get an email sorry suppliers out of stock they did refund the money for the out of stock one but still don't they test the stuff before hand or is it just it needs to work and ship it off
