Tough Meat bought at Centurion Makro

With our last purchase at Makro we bought a front quarter Lamb pack and i have never tasted such tough meat. We have tried to prepare it many different ways, pressure cooker, air fryer, oven baked, braai and the meat is still tough. i am very dissappointed.
