Selling used goods as new now?

Bought a Bennett Read vacuum on 8 Sept. Opened box for the first time tonight. Upon opening the box, I could smell a "burn" smell coming from the box which I found odd. When I took the vacuum out, I saw that the filter and see through front of the unit is filled with dust/dirt. This vacuum has been used and repackaged and sold as new! What is this????
