Paid for item, now not in stock and no refund

I ordered an air-cooler on the 8th of Feb 2024, preparing for an upcoming heatwave.

After not receiving my item by the estimated delivery date and not receiving any updates on my order, I phoned ***,

I was informed that they don't have the item they sold me which I already paid for. When asking for my refund, I was told they are still waiting for the department who deals with suppliers to respond. When I ordered this item available on the website, I had to pay IMMEDIATELY.

What do I get for my money? NO ITEM, NO FEEDBACK, NO REFUND!!
