Not honouring guarantee

Booked my drill that is about 2.5 years old and is within the 3 year guarantee period. Firstly booked drill on the 2nd of March then got a msg supplier received for assessing on 7th of March . Then after 5 weeks get a msg there's a quote to repair. What happened to makro policy of repairing in 21 days or even contacting me within that period. Also Stanley tools are none better as I must pay to service my drill that has malfunctioned within the guarantee period. I can't understand the logic in paying for something tha hasn't made it pass the guarantee period. Stanley should rather sell their drills with 1 year as the sticker 3 year doesn't apply at all.
