Incomplete order delivered

I placed one order with Makro for household necessities and alcohol, I received 2 deliveries one for the alcohol and another box for the groceries but an item was missing (Baby Soft 2 Ply Toilet Tissue (24's). I have lodged a complaint with them to inform them that my delivery was incomplete but they come back with a signed proof of delivery. Yes I would have received a box and signed for it but the tissues I ordered were not included inside the box, I waited with the assumption that it is still going to be delivered in a separate package, as they always do with the tissues I normally order from them, up until they closed my order as complete. They don’t even bother to call back, as promised, even though I have called them and contacted them on their WhatsApp line.
