Fan returned after repair with exact same problem.

I returned my AEG fan as the fan was not turning on. It was then sent off for repairs in the last week of December 2015 and was returned in the second week of January 2016. The fan was apparently repaired yet it started very slowly initially. Now it, at times, does not start at all or only starts picking up speed after 15 minutes. I have returned this fan today (24.01.2016) and was told, yet again, that it must be sent off for \repairs".<br> <br> How can inferior repair agents be used for repairs?<br> How can an item be returned"
