Credit card closure refusal due to credit owed to me after I paid Settlement given by them

First I have a buying power of R3600 i woe them R6100, I request to decrease credit limit, they say No, I asked for a settlement and paid o8 July 2021, I called to close my account, now I have credit I cannot close, after I drove with My petrol, I will escalate this to the credit regulator, You are robbing People.
