Majangaza properties use deposits and do not refund to landlord or tenant

This rental agency used the tenants deposit to keep their business afloat instead of investing it and now refuse to refund it to the landlord for money owing to the landlord in lieu of monies owing by the tenant. The owner has done this to numerous other people.
