No refund for unhygienic chalet

We booked a four sleeper chalet for three nights at this place as the Internet advert looked really cosy. We paid upfront and when we arrived at our chalet it was disgusting. Dirty, feces in the toilet, mould everywhere, dirty bedding with a huge wet patch on one of the single beds. The water was brown with black debris in it. There were cigarette butts and bones lying on the ground by the door. Of course this was unacceptable as we had a 3 month old infant with us and could not possibly endure three days in that unhygienic filth. We asked for a refund and were told we would be fully refunded. This is yet to happen three weeks later. The amount is over two grand and I don't see why we must be ignored by the manager and owners when the quality that they offer is clearly not up to standard for hospitality. Terrible customer service. Is there not a health inspector we can contact regarding this place?
