Contractor not completing work

We used Graham from Mag-Water-Solutions to do maintenance. The extractor fan filter was never replaced. After several messages and phone calls he promised to complete the work. Every time we contacted Graham he rep**** that he was in Botswana. After 6 months he dropped the filter off at the premises for our tenants re replace it them self.
