I'll correspondence and threatening messages from Madibeng local municiapality

Hi I have rated this service a 1 star but I am afraid that they aren't even worthy of 10% of a star. I constantly receive messages from this instatute regarding an outstanding municipal account. On attempting to contact the municiapality by using the phone numbers supp**** on their Google site, the phone is cut off immediately. The irony of this all is that I do not even live in the Madibeng municipal area and cannot understand what this is all about. I even got a reference no and a account number to do a money transfer to. I have now been threatened with legal action if this unknown account is not paid in full. I am honestly not sure what to do next.
