Harassing a person for no reason

Harassing a person even though I am paying my account, when asked to stop it then the gentlemen said he can't. Not even willing to assist, when you ask to speak to a Manager the he is all of a sudden in a meeting. Maybe I should stop paying the account so that they have a reason to harass me
