Guards and dogs a danger for city parks

I am extremely disappointed in what happened yesterday around 15:50 at City Park Emmerentia. As I was walking into the park, four dogs were lying against the fence with chains, one of the dogs had approached me and clearly was not bound with a chain to the gate. Guards are within the cubicle and not aware of dogs actions. While retreating backwards trying to get the dog to not approach me without any guards. I fell backwards and hurt my wrists. I feel the treatment of these dogs verge on abuse as I see them for hours on end tied to the same gate. I was definitely not feeling safe, and highly doubt that the security guards get any training at all as they get random dogs every day and have no relationships with their dog companions. As the security company Mabotwane was collecting the dogs and did not want to give me details as to whom to contact about this incident. I would like to know what procedures are there to ensure the safety of children in such environments. Especially when security guards show such lack of sympathy when their actions are completely in the wrong. As normal procedure will be dogs get euthanized on attacking humans. But when it is on the security for being lazy and having no real training, I feel the company is in the wrong as this is again another way, companies get money from tenders but deliver substandard services or nothing in comparison to what they are receiving on tenders.
