Billing in error

Hi, i move into an apartment in Sept 2014 which is in Forest Hill, the landlord started charging me R350.00 for lights and R400.00 for water and levies and my rent was R2600.00. When i asked him about the lights he always said that he will read the meter the week before and it has not happened. Then on the 01/12/2014 the whole buildings water supply was disconnected because they owed Johannesburg water a huge amount. I the contacted my landlord and he said that because i had nothing to do with that he will deliver water to me once a week which he did, it was also suggested by him that i will not pay rent until the water comes back on again ( taking into consideration that i did not have running water and sewerage system. And i was only in the flat for two months. The water was only connected on the 01/04/2015 ( FOUR MONTHS LATER). I then receive a bill from my landlord on the 19/03/2015 for the amount of R6475.10 which he insist that i pay.<br> I then got hold of the body corporate and tried to find out about all these amount that he has added to my bill and was informed that My LANDLORD must pay all those levy amounts that he is billing me for. He is exploiting money from me.
