M & E Hairs refuses to return my money

I placed an order for hair with M & E Hairs on Tuesday afternoon, and transferred R3350 into their bank account on the same afternoon. The following day (Wednesday) I was told I would be given a tracking number, that same morning, so I could retrieve my parcel. It is now friday, and Kelvin, the guy I have been dealing with, still hasn't given me the tracking number, but instead tells me they are out of stock, something that wasn't communicated to me beforehand. I have asked that he return my money, but he hasn't, but is instead ignoring my communication efforts.
