Refuse to pay my money back

I paid a \driving school"money for my learners and when we went to make my learner booking I had a fine against my name which I did not know off and from there on the driving school refused to help me further. I asked for them to repay the remaining of my money which they refuse and then I found out that they are not a licensed driving school and the instructor is not even registered for VAT reasons. The reason they do not want to repay me is because now they have to take me alone to write my test because the rest of the people went together so it is more about extra money in their pocket. What can I do to report them and I want the rest of my money back.
