Poor service by lyceum College

I have completed my degree BA in disaster and safety management in 2019 with this college. Since 2019 I have trying to get hold of them to get my degree certificate. Unfortunately I couldn't visit their office due to covid. Their phones keeps ringing with no answer. I have also tried emails and still no answer. I don't know how many opportunities I have missed because of them.
