Management finance Poor support

I received a bursary I app**** for the bursary last year and it was approved in January at the bursary dept (DMV) and they could not release the money to Lyceum college because they still waiting for the National Treasury Central Supply So I lost a year because of a person who don't know how the bursary dept. work or is just lazy and when I went to the (DMV office ) they said that they have a lot of back lock and complains about lyceum management system

I lost my Job and could not give a deposit
