Lyceum college with poor management

Lyceum college with poor management. I can't have my diploma certificate because they can't retrieve my file for my 1st year subject and now my academic transcript is incomplete without that subject which us their fault i did the subject how the mark is not there i don't know. Since 20l5 till today waiting for my certificate.
