Diploma Qualification received for higher certificate Course

Hi Lyceum!

Please explain to me how is it that I received a DIPLOMA in grade R teaching if I already studied a higher certificate in 2019 in TOTAL QUALITY MANAGEMENT. Now from a quality perspective seems like there is a lack of TQM within the Lyceum Institution. I missed the 2019 graduation ceremony so I'm registered for 2021 which takes place in 2022. Seriously how did this happen with DEAN signing the document as well?

This is really unprofessional and to top it off messing with my career I don't want to be marked as **********.
