Dishonesty service provider

In October 2017, we were planning our mother's 70 birhday. After sourcing events companies, our family friend identified Lwaski Events in Mthatha In the Eastern Cape. His prices seemed reasonably and he said he was running a special. He mislead us and gave us an impression that the th events company was his. My simblings and I had saved money to make the birthday super special. The original qoute was R16,000, but we added a number of things which went took it to R 25 600. Due to the weather conditions we asked him to cancel the marquee, cancel the catering and go back to the original qoute. Lwazi Matebese promised to refund the money back to us in person. A total of R36,500 was deposited to his bank account. Whe he was supposed to come through to uur homestead he had stories that he did not have his own transport. Due to presuure, my mum and I went to meet him at the Wimpy in Mthatha. He promised to refund us or money which is R20,000 but we allowed him to pay back R15,000, suddenly he suddenly opened up that he did not owe the hired stuff and he was going to hire then as well. He mislead everyone and and took our money. Its been a month money and he refuses to refund us R15,000, he now talks of R8,500. This is so wrong for people to mislead innocent consumers. He has to exposed.
