Keys Cut do not work

I had keys cut they did not work, I took them back and had them re cut they still did not work. We took them back to have them refunded as we were running out of time, the operator said he could not refund as only his manager could refund. we contacted him, he said he would investigate but had to go to the site and see why the keys were not working, after a week he did not contact us for a time and date to go to the site. The keys are now costing us more than what we paid for them which was R 220.00. We just had new keys cut at a professional key Cutting outlet. I just want to spare other people their money for no service.
