loan spotter trying to debit money from me that i did not even apply for

Someone app**** to loan spotter using my email account that possess my financial details and now the same person sent an email stipulating that they will not be paying the subscription fees the day that they app**** for this thing. My problem now is that this loan spotter keeps trying to debit money out of my account but i have blocked them and even told them my story however i said to them that they must cancel this thing but they now refuse of which this whole thing is pure *****.
