Debit order

I had been perusing the web for a loan to see if I qualify. I submitted an online form. I then received confirmation that I can get a loan if forward certain documents. I did not. The next month, there is a debit order from loan scout. When I call to question it, they tell me it's an activation fee and is not refundable. I proceed to tell to cancel any application or profile of mine immediately. They subsequently tell me that there is a fee of R549 that I must pay in order to cancel the application or else the matter will be handed over to their legal department. I did not sign anything. A digital signature is not something a reasonable person would have knowledge of, nor would they expect it to be binding on them, especially because of an enquiry and not an acceptance of an offer. I am very concerned about this company
