Company Billing For no service

Loan Hub sa which are currently debiting my account for 399 for no service at all and there was no service given to me and as an individual if you take a loan for 10000 and do not receive it how are you liable to pay them the money. They are threatening to charge me 1002 and if I don't they are going to take me up to the legal wise.
