preying on consumers

I am so disgusted with this company i app**** for a loan like a month ago and it was declined,this morning i receive a call from a agent at loan finder telling me that he has a service offer available for me, i then declined the service because i do not need it .The agent then tells me i need to pay them a 200 rand cancellation charge .what a load of bull**** .He informs me i have a legal obligation to pay a per the contract they sent me which i did not receive.i then informed the agent that i want proof of said email and my compliance to the above mentioned binding contract what a *******.
