LCSA has charged me for declining my online App.

On August i app**** for a loan but was unsuccessful, on Month end September i was charged R399 and i phoned the bank, it was reversed back into my account. the investigation was done and i got a number to phone in cape town which then referred me to another number which was forever engaged. On 26 October i was billed R99, today 03/11/2015 i saw 10x100's coming out of my account. i seriously need help with this matter. No one ever contacted me from there, nothing whatsoever. the deal was declined but i have a debit order for that. Please help, i tried to phone different companies and various government sectors but to no avail and i feel if it's not stopped now it's going to be a problem, I'm now seating on over a 1200 overdraft.
