Acounted for loan that was/I approved it

In January i app**** for loan and instead i got the sms saying i should pay R399 for my loan to be processed or accepted, So i ddnt pay it as i found it ********** cause for a loan to be approved one doesnt need to pay so now i am receiving emails that i am handed over to attorney's so i ask my self how does one get handed to attorney's without a loan,???? Seriously is 2015 and you are still doing ****s????
