No care for patients at all

We arrived at Livingston hospital clinic(blou dakkies) at 1.15 with my 55 year mother and 2 year old daughter both showing the same symptoms of dizziness, high temperature, breathing problems and bleeding through the nose. Upon our arrival we where told that the lady who registers patients is on lunch and where, eventually they could see my mum was not ok and registered her and not the 2year old, we where told to wait in the waiting area, and was told that all nurses is on lunch and that we should not cime to the clinic during lunch times as they have been working the entire morning and needs to take a break. So my question is, can breaks not be scheduled so that there is always someone on duty to assist patients or why not close the clinic so that the public is aware that they do not operate during this time. Mind you there was a number of nurses walking around and chatting to each other. We where the only people in the waiting area at the time I mean surely someone could have assisted my mother. This is really unacceptable, and that is why sick people are dying out here due ti this lack of patient care.
