Completely ignored by all waiters and management

I am completely appalled by the manner of which my partner and I were treated at the restaurant. we were greeted pretty well at the door there after it was horrible service. First a waiter gave us a menu asked what we'd like to drink we ask him to give us 5mins and he completely disappears and continues to serve other customers. After over 20mins, we flagged down a waitress who took our drinks and we immediately ordered food. We got our drinks in time but there after ignored completely once again. When we got our food it was not only cold but seemed like it was a meal that someone else rejected. The green salad I requested came with salad dressing which I did not ask for and my partners side rice was way too salty. We were neglected again, I had to flag down a waiter to request black pepper, vinegar and olive oil which they didn't ask if would like. Didn't get the black pepper but got the vinegar with the waiter giving me attitude.It felt like we were neglected because we were a black couple but I don't want to jump to conclusions. We flagged down another waiter to get the bill a waitress brought it. In total at least 5 to 6 different people served us after being flagged down.
