Liquor board

We app**** for a restuarant liquor license in July 2020.We've been struggling for the last 2 years to get our liquor license approved. We are using an external agent. The inspection was done in November 2020, all paperwork were sent through. My Saps clearance was lost 3 times. No communication from them to our agent. How long does it take for approval? Did anyone else had the same experience?
