False promises, and a bike that can't be used on the road

My Husband bought a TW200 from Linex Randburg in June , he paid for on road costs and was told it would be done within a week .Now in November , he is still waiting for registration papers and NATIS certificate. Numerous phone calls and still no joy , they promise it will be done , numerous promises are made and still no papers . On road costs have been paid. He walked in again last week only to be told "we can't license that bike ". We have also requested they take the bike away and refund us . We are told they are waiting for the ****logation certificate .
