Less Tampons than indicated on box

I've bought lillets on 2 seperate occassions. 16 bix and 32 box. In my 16 box was only 14 tampons. In my 32 box was 31 tampons? I've been using this products for years? Is lillets trying to save costs by giving less tampons?
