I’ve been kept against my will by light well properties

I’ve been staying at their property, city building for 3 years now and I had an issue with water coming inside my room every time it rains , the roof leaks and the water also comes through the balcony door I’ve been asking them to fix it but they never did , they just put silicon on the door Now I want to move out, they are blocking my way , saying I can’t move without paying rent first and they wanna give me my deposit back. How I can I pay for a place I won’t be staying at Their service is bad and they treat us equally, they take advantage ,especially if you are a kid . I tried speaking with the rightful person except the manager but now they not responding back
