Nothing on the site states that hard cases are not covered

My daughter flew from Dbn to CT on the 9 Jan and on arrival her cellini case was damaged. The wheel was damaged and there was a hole in the case. She reported it, to be told that hard cases are not covered. I checked the site and no where does it state this? It's very unfair as it's an expensive case
